This year we are presenting our 3rd Annual Community Meeting virtually via video 
conference on our website and Facebook page due to COVID-19 in-person event 

restrictions set forth by our state government and the Oregon Health Authority 

(OHA). We hope you will participate in this format from the comfort and safety of 

your homes and next year have an in-person event.

Good Shepherd now employees over 750 people. This year, we again received The 

Oregonian/Oregon Live Top Workplaces in Oregon award (for the fourth time and 

for the last three years in a row). This award is based upon employee rankings of 
Good Shepherd in terms of their satisfaction and engagement. 

It is encouraging that there is an increase in patient satisfaction. This accomplishment 

can be attributed, in part, to our Service Excellence Initiative which you can read 

more about in this report.

It has been an honor to serve as Board Chair the past 11 years. This fiscal year we 

elected two new Board Members, Lisa Mittelsdorf of Boardman and Jeff Wenholz 

of Irrigon. As representatives of the community at large, the Board of Trustees governance of Good Shepherd 
assures that the organization gives back to the communities in its service area (western Umatilla County and 
northern Morrow County). Good Shepherd intends to expand and improve its services in an effort to meet the 
changing and growing needs of our area of service.
We are pleased to welcome Good Shepherd’s next President & CEO, Brian Sims, after a rigorous recruitment 
process including three excellent finalists. Sims assumed the position October 1, 2020, succeeding former 
President & CEO Dennis Burke, after 32 years leading Good Shepherd. Sims brings with him 10 years of executive 
leadership experience with a strong track record of proven demonstration leading a Critical Access Hospital to 
continual improvement in operations. 
We appreciate the many contributions Burke provided to our health care system. We experienced very significant 
growth under his direction and improved quality of care. We wish him a wonderful, well-earned retirement. 
On behalf of the Board of Trustees and the communities they represent, I want to express my gratitude to the 
medical staff, employees, and volunteers, who practice compassionate, patient-centered medicine at GSHCS, and 
for their contributions in making this another successful year.
